Oscar raised that the CPAC retreat interest form was only available in English — excluding Chinese-speaking providers from participating.

With only a few interpretation channels available in Zoom, Oscar repurposed the Portuguese channel for Mandarin — a creative workaround so Chinese-speaking providers could participate in a trilingual board meeting.

Helping providers who are left behind by complexity

We got a provider needing to register CCSF courses but it is too difficult for her to navigate. She is not as tech savvy and she works during the day as a FCC.

Oscar advocated at the CPAC Workforce Committee for tech support for providers who can't navigate the City College registration system on their own.

During a Chinese-language grant workshop Oscar organized, a provider asked the most basic question — can I even apply in my own language? Without the workshop, this provider would have been excluded from a $75K grant.

Providers messaged Oscar privately during training sessions for help with basic tech tasks. He responded to each one individually, in Chinese, while simultaneously hosting the event.

Asking the questions institutions prefer not to hear

Why can't we have/see the Dashboard again? This data is so important that OECE/First 5/DEC need to make proper decisions. I hope it is not black box operation.

Oscar pushed Children's Council and OECE on why the enrollment data dashboard had been offline since March 2020, while funding decisions were still being made without public visibility.

I do not agree with limiting certain access to service or training to city-contracted providers if non-city contracted providers are also serving families who are in need.

At a CPAC Workforce Committee meeting, Oscar challenged the practice of restricting services to city-contracted providers — arguing that families in need should have access regardless of their provider's contract status.

"Parent choice" is actually: choose 1) what we designated and made available to you, or 2) not getting what you want.

Oscar reframed "parent choice" — a term used positively by agencies — as functionally limiting when the choices available are pre-selected by the system.

Oscar organized 10 breakout rooms across three languages at a statewide Leadership Cafe — ensuring Chinese and Spanish-speaking providers could discuss policy issues in their own language alongside English speakers.

Oscar convened a Chinese-language community vote on the Prop C budget compromise — facilitating democratic decision-making on a high-stakes issue, in a language the city meetings didn't offer.

A provider said goodbye during a late-evening training session, acknowledging Oscar's workload. Behind every meeting Oscar runs are providers who stay past 8pm after full days of caregiving.

A newly licensed provider called into Oscar's MrChildcare tech support session for help getting their first families. Oscar walked them through advertising, online presence, and referral systems — in Mandarin.

Agencies and organizations route materials through Oscar because he's the distribution hub for Chinese-speaking providers — the one person who ensures information reaches the community.

Oscar raised at a CPAC meeting that the state grant process was too complex for providers without tech support — then organized his own workshops to fill the gap.
